The launch of the Project Consolidate Publications on the
progress made by hands-on programme of support to local government

In October 2004 the Ministry and Department of Provincial and Local
Government launched Project Consolidate, a hands-on support and engagement
programme to Local Government. This intervention came about as a result of a
profiling and an analytical exercise of all of the country's 284
municipalities. The exercise looked at critical service delivery indicators and
provided a clear diagnosis of the main problems and bottlenecks in our
municipalities.

It revealed weakness about the inadequate capacity of many municipalities to
discharge their responsibilities and Project Consolidate was an immediate and
targeted national intervention to support these municipalities to build their
internal capacity. The purpose of Project Consolidate was to deepen the impact
of existing policies and programmes directed at local government. It allowed
national and provincial government, together with key partners in the private
sector, to find new, creative, practical and impact orientated modes of
engaging, supporting and working with local government.

A key aim of Project Consolidate was the deployment of Service Delivery
Facilitators into the targeted municipalities to enhance and reinforce
municipal performance and service delivery; promote a new culture of
performance and accountability in municipalities; creating a disposition of
collective responsibility and accountability for governance and performance
across all spheres of government. Lastly to strengthen the capacity of
government by gathering empirical information that can be analysed and used to
refine existing policies and programmes.

The experiences of the Service Delivery Facilitators are already informing
the refinement of support programmes to municipalities. To date some 281
experts and professionals had been deployed to 85 out of 139 Project
Consolidate municipalities. Much progress has been reported in the areas of
technical, financial, planning, project management, accelerating service
delivery through the unblocking of blocked projects, the establishment of
financial systems, addressing audit queries and improving revenue income. Today
we look back at the discernible progress that has been made in efforts to
accelerate basic service delivery in the targeted municipalities.

We look at this through the introduction of Project Consolidate Knowledge
Management Series in two volumes, namely an 'Outline of the impact made through
the deployment of Service Delivery Facilitators' and volume 2: 'Project
Consolidate, Making a difference to ordinary people's lives: A collection of
case studies'. These publications capture the experience and lessons learnt
from implementing Project Consolidate.

Volume 1: An 'Outline of the work done through the deployment of Service
Delivery Facilitators' provides insights into the impact that has been made in
municipalities by the Service Delivery Facilitators. It showcases specific
interventions which include the acceleration of the provision of electricity,
unblocking housing projects, restoring trust between the municipalities and the
citizens, increasing payment levels, submitting financial statements timeously
for the first time in years and the filling of critical vacancies.

Volume 2: 'Project Consolidate, making a difference to ordinary people’s
lives: A collection of case studies'. This publication tells a story of how
people's lives have improved through Project Consolidate interventions in a
form of eight case studies in different provinces and municipalities. It also
offers direct testimonials from beneficiaries who attest to their life having
been improved as a result of Project consolidate. The case studies cover a
range of issues namely; eradication of bucket systems at Indaka Local
Municipality in (KwaZulu-Natal (KZN);, Intsika Yethu Local Municipality (EC)
and Gert Sibande District Municipality (Mpumalanga), provision of electricity
at Umngeni Local Municipality (KZN), provision of water at Abaqulusi Local
Municipality (KZN), tarring of roads at King Sabatha Dalidyebo Local
Municipality (EC), revamping of customer care centre at Buffalo City Local
Municipality (EC) and effective public participation in Blouberg Local
Municipality (Limpopo). The Knowledge Management Series will continue in 2007
and it is intended to produce a series for distribution every quarter.

Project Consolidate introduced a new culture and method of working with
municipalities, in the form of situated, direct and sustained interaction. It
has also created a stronger platform for collective development planning across
the three spheres of government in the form of Municipal Action Plans, izimbizo
programmes of action, Integrated Development Plan (IDP) reviews and the
necessary alignment with the Provincial Growth and Development Strategies
(PGDS) and the National Spatial Development Perspective (NSDP). Conducive
conditions for accelerated service delivery have been created by the adoption
of Master Sector Plans by the Department of Water Affairs and Forestry (DWAF)
and the Department of Minerals and Energy (DME).

In the area of local economic development, a Local Economic Development
(LED) Framework was launched in August 2006, along with a practical tool-kit
supporting its implementation. Thirty-seven districts and all metros have
adopted LED plans and assessments of the integration of LED Plans and PGDS and
the state of preparedness to implement LED has been completed. Provinces report
that Growth and Development Summits are currently underway in all
provinces.
Lastly, political accountability for service delivery has been strengthened
through Project Consolidate. The Presidential and Ministerial Izimbizo have
enabled political principals to interact with communities about issues
pertaining to services and development. The Izimbizo action plans are a
commitment of the whole of government on specific areas that communities
prioritise through Izimbizo.
