Cabinet has approved the tabling of the Instrument for the Amendment of the Constitution of the International Labour Organisation (ILO), 1986, in Parliament for approval.
The principle aim of the proposed Amendment is to make membership of the Governing Body of the ILO more representatives. This is ensured by taking into account the various geographic, economic and social interests of its constituent groups.
Cabinet spokesperson, Phumla Williams said, “Should the Amendment come into force, it would contribute to furthering the African agenda and also holds the possibility of South Africa being elected to a permanent seat.”
“Since its inception in 1992, the SADC has encouraged member states to ratify and implement the core ILO standards. This has helped improve the capacity of key institutions in the region, through technical cooperation to develop labour legislation that is consistent with international standards,” said Williams.
Cabinet has also noted the adoption of the Recommendations on the Social Protection Floor by the International Labour Organisation and the tabling of the Recommendation in Parliament for ratification.
The Social Protection Floor is an integrated set of social policies designed to guarantee income security and access to essential social services for all, with a particular focus on vulnerable groups.
Cabinet spokesperson Phumla Williams said “This resonates with the calls from the National Development Plan to eliminate income poverty and for the introduction of active labour market policies and incentives to grow employment particularly for young people and in sectors employing relatively low-skilled people. The notion of social protection floor is anchored in the fundamental principle of social justice.”
The social protection floor is an adaptable policy approach that should be country-led and responsive to national needs, priorities and resources. It facilitates a comprehensive approach to social protection, focusing on basic benefits first.

TABLEAU DES INSTRUMENTS CLÉS DE L'ORGANISATION INTERNATIONALE DU TRAVAIL (OIT) POUR LA RATIFICATION AU PARLEMENT
Le Cabinet a approuvé le tableau de l'Instrument d'Amendement à la Constitution de l'Organisation Internationale du Travail (OIT) de 1986, au Parlement pour approbation.
L'objectif principal de la Modification proposée est de rendre l'adhésion du Conseil d'administration de l'OIT avec plus de représentation. Assurée en tenant compte des différents intérêts géographiques, économiques et sociaux de ces groupes constitutifs.
Le Porte-parole du Conseil des Ministres, Phumla Williams a déclaré: « Lorsque l’amendement entrera en vigueur, il contribuerait à faire avancer l'ordre du jour africain et avoir la possibilité que l'Afrique du Sud puisse être élue à un siège permanent. » ".
«Depuis sa création en 1992, la SADC a encouragé les Etats membres de ratifier et appliquer les normes fondamentales de « l'OIT ». Un contribution qui améliorera la capacité des institutions clés de la région, par une coopération technique afin de développer la législation du travail, conforme aux normes internationales », a déclaré Williams.
Le Cabinet a également pris note sur l'adoption des Recommandations de la Question sur la Protection Sociale par l'Organisation Internationale du Travail ainsi que le tableau sur la recommandation au Parlement en vue de la ratification.
La question sur la protection sociale est un ensemble intégré de politiques sociales visant à garantir la sécurité du revenu et l'accès aux services sociaux essentiels pour tous mais avec une vision bien particulière sur les groupes vulnérables.
Le Porte-parole du Cabinet Phumla Williams a déclaré: « Ceci répercute avec les appels du Plan national de développement pour éliminer la pauvreté monétaire et la mise en place des politiques actives du marché de travail et les encouragements en vue de développer l'emploi notamment pour les jeunes et dans les secteurs qui emploient relativement des personnes peu qualifiées . La notion de des questions sur la protection sociale est ancrée sur le principe fondamental de la justice sociale».

EFORÇO DE INSTRUMENTOS CHAVE DA ORGANIZAÇÃO DE TRABALHO (ILO) PARA RATIFICAÇÕES NO PARLAMENTO
O Gabinete aprovou o reforço do Instrumento para a Modificação da Constituição da Organização Internacional de Trabalho (ILO), 1986, no Parlamento para aprovação.
Os objectivos principais da Modificação é fazer membro o Órgão Governamental da IOL para mais representativos. Isto e garantido tendo em consideração os vários interesses geográficos, económicos e sociais dos seus grupos constituintes.
O Porta-Voz do Gabinete, Phumla Williams disse, “Se a Modificação entrar em vigor, vai contribuir para suplementar a agenda Africana e também tem a possibilidade da África do Sul ser eleita para um assento permanente”.
Desde o seu inicio 1992, a SADC tem encorajado os seus estados membros para rectificarem e implementarem as normas e padrões da ILO. Isto tem ajudado a melhorar a capacidade de instituições chave na região, através de cooperação técnica para desenvolver a legislação laboral para que seja consistente com os padrões internacionais” disse Williams.
O Gabinete anotou também a adopção das Recomendações da Plataforma Social de Protecção pela Organização Internacional de Trabalho e o reforço da Recomendação no Parlamento para Ratificação.
