Procurement of “other LTSM” during 2014/15 financial year

At the beginning of the 2014/15 financial year, the department issued KwaZulu-Natal (KZN) Circular No.14 of 2014 informing all public ordinary schools about their final budget allocation for the financial year 1 April 2014 to 31 March 2015. The circular provided breakdown of Learner Teacher Support Material (LTSM) allocation as follows: Textbooks 40% of LTSM allocation, stationary 30% allocation and other LTSM 30% allocation.

Schools with Section 21(1)(c) function will follow standard procurement procedures in the acquisition of LTSM, including other LTSM items, in line with the allocated function in accordance with the provisions of SASA. Principals of schools without Section 21(1)(c) Function are hereby informed that for the 2014/15 financial year, the allocation for the other LTSM will not be utilised for central procurement of classroom equipment.

The intention of the department is to provide schools without Section 21(1)(c) function with an opportunity to purchase other LTSM items as listed in the KZN Circular No.41 of 2014 to meet diverse and urgent needs of individual schools as raised with the department over the past two years.

In utilising other LTSM allocations, schools need to select items from the list of other LTSM, which are learner desks and chairs, library books, charts, models, computer hardware and software, televisions, video recorders and tapes, home economics equipment, science lab equipment and musical instruments.

Schools without Section 21(1)(c) function will be required to complete EF 72 and submit to districts offices not later than 19 September 2014 for processing in line with standard procurement procedures.
