The Portffolio Committee on Health Annnual Report on the Gauteng of Health 2012/13 financial year

Chairperson of the Gauteng Provincial Legislature’s (GPL) Portfolio Committee on Health, Honourable Molebatsi Bopape, tabled the Committee’s Oversight Report on the Gauteng Department of Health’s performance for the 2012/13 Financial Year (FY) Annual Report.

The 2012/13 Financial Year Annual Report was tabled at a House Sitting at the Gauteng Legislature on 5 November 2013, and is an assessment of the department’s performance based on their strategic outcome oriented goals to review the extent to which 2012/13 financial year plans had been implemented.

For the year under review, the department received a total allocation of R27 191 294 000, whilst the actual expenditure was R26 834 347 000. This resulted in an under expenditure of 1%, which illustrates an improvement from a 1.03% over expenditure in the previous financial year.

The appropriation was allocated to fund the following 8 programmes: administration R501 362 000; district health Services R8 555 956 000; emergency medical services R1 147 231 000; provincial hospital services R6 582 440 000; central hospital services R7 799 913 000; health science and training R807 070 000; health care support services R196 544 000; and health facilities management R1 243 831 000.

The chairperson expressed the committee’s satisfaction with the department’s good performance and adherence to requirements of the Public Finance Management Act (PFMA) in all its expenditure.

The committee further noted that the turn-around strategy had been successful as the department was on its way to full recovery; this is evident by the filling of permanent senior management positions in the Department. Honourable Bopape commended the department’s performance in all programmes for 2012/13 financial year.

In performing its oversight on the department’s 2012/13 financial year annual report, the committee used the Auditor General’s report as a guide to determine whether resources allocated were used in an accountable manner.

The committee considered the Gauteng Department of Health 2011/12 financial year and 2012/13 financial year annual reports; the 2012/13 budget statement to further strengthen its assessment. Stakeholder concerns solicited from the committee’s various public participation programs throughout the 2012/13 were also presented. 

The committee acknowledges that there is still room for improvement and the huge amount of work to be done, however it welcomes the performance of the department on both financials and non-financials during the year under review.
