Committee highlights areas which need urgent attention

The Portfolio Committee on Home Affairs yesterday concluded the Budget Review and Recommendation Report process for the 2013/2014 financial year and has recommended areas which need urgent attention going forward to ensure that the department makes a meaningful contribution to the effective implementation of the National Development Plan.

The Committee reiterates its concern over the regression to disclaimer audit opinion for the 2013/2014 financial year. It is concerning mainly because the delivery of services hinges on the department spending the allocated funds appropriately. It is important that in the current financial year the department turns this around.

Furthermore, the Committee urges the department to prioritise the implementation of the IT modernisation programme. The Committee views the full implementation of this programme as necessary in the fight against fraud and corruption within the department. This will further improve the security of South Africa’s population register and other civic documents.   

Linked to this, the Committee further urges the department to move with speed towards the completion of the feasibility study with regards to the establishment of the Border Management Agency which will be central in securing our borders through a coordinated effort by relevant departments.

In a drive to ramp up service delivery, the Committee urged the department to steadfastly work towards achieving all of its performance indicators for this financial year. The improvement in targets achieved in the previous financial year must be upscaled. The Committee will continue to offer its support to the department so that significant improvements are made and targets are achieved across the Home Affairs family.
