Mpumalanga MEC for Co-operative Governance and Traditional Affairs, Mr Simon Skhosana presents preliminary report on Section 106 investigation to Mbombela Local Municipality

Mpumalanga MEC for Co-operative Governance and Traditional Affairs, Mr Simon Skhosana has presented the preliminary report on the section 106 investigation to the Council of Mbombela Local Municipality.

The report follows an investigation that is being conducted in the municipality in terms of section 106(1) (b) of the Local Government Municipal Systems Act, 2000 (act No.32 of 2000), after the Department received allegations of fraud and corruption with regards to supply chain management issues and allegations of improper governance issues levelled against the municipality.

On presenting the report MEC Skhosana indicated that this is a preliminary report, as the investigation team had requested more time to complete their work.

 “Due to the huge volume of work that the investigation team has had to deal with, we have given them an additional 14 days to conclude their work” said Skhosana.

The preliminary report has focused mainly on procurement issues, with emphasis on the procurement that took place during  the  AFCON 2013 and some capital infrastructure projects.

The preliminary findings point out certain irregularities with compliance to the Municipal Finance Management Act and supply chain management regulations and policies of the municipality. These irregularities do not at this stage point out to any matters of corruption and failure to deliver services.

The Mbombela Local Municipality has accepted the report and its findings and committed to implementing the recommendations. The department will await the progress report from the municipality as it implements the recommendations of the report.
