Media statement from the Department of Basic Education calling for public comment on the Curriculum and Assessment Policy Statements (CAPS) arising from the review of the National Curriculum Statement

The Department of Basic Education wishes to remind all education stakeholders and role players that the newly developed National Curriculum and Assessment Policy Statements (CAPS) for all grades and subjects are available for public comment.

The Minister of Basic Education invited stakeholder bodies and members of the public to comment on the National Curriculum and Assessment Policy Statements by means of Government Notice No. 784 in Government Gazette No. 33528 of 3 September 2010.

The Ministerial Review Committee raised questions about the lack of clarity in the National Curriculum Statement in its report. Subsequently, the Curriculum and Assessment Policy Statements Ministerial Project Committee was tasked with developing a single, comprehensive and concise Curriculum and Assessment Policy Statement for each grade, R to 12, as recommended by the Ministerial Committee. These Curriculum and Assessment Policy Statements will provide clear guidelines on what teachers ought to teach and assess on a grade-by-grade and subject basis.

The National Curriculum and Assessment Statements are single, comprehensive, and concise policy documents to replace the current Subject and Learning Area Statements, Learning Programme Guidelines and Subject Assessment Guidelines for all subjects listed in the National Curriculum Statement Grades R to 12.

It is vital that South Africans are kept abreast of the progress that the Curriculum Review process is making in order that all education stakeholders can take ownership of the process. Public consultation is vital and we stand firm on the principle that the process is open and transparent. 

The National Curriculum and Assessment Policy Statements may be accessed on the Department of Basic Education’s website at http://www.education.gov.za or http://www.thutong.doe.gov.za.

The closing date for the submission of public comments is 27 September 2010, and for the Foundation Phase documents 11 October 2010.
