MEC Simon Skhosana presents reports on Section 106 Investigation to Govan Mbeki and Nkangala Municipalities

The MEC for Cooperative Governance and Traditional Affairs, Mr Simon Skhosana has presented the reports on the section 106 investigations to the Govan Mbeki Local Municipality and Nkangala District Municipality, respectively.

The reports follows investigations that were conducted in both municipalities in terms of section 106(1) (b) of the Local Government Municipal Systems Act, 2000 (act No.32 of 2000), after the Department received allegations of financial mismanagement and allegations of irregular appointments relating to Human Resource issues, in Govan Mbeki and Nkangala Municipaities respectively.

The findings point out that in Govan Mbeki the Information Technology Systems (IT) are weak and this has made the municipality vulnerable to issues of fraud end the embezzling of funds. In Nkangala the report points out that the employment policy is inadequate and as a result some people who should not have been employed because they did not meet the criteria were employed.

Both the Govan Mbeki Local Municipality and Nkangala District Municipality have accepted the reports and its findings and are committed to implementing the recommendations. The department will await the progress report from the municipality as it implements the recommendations of the report.

“This old man could have died without the honour of owing his own house; however this little effort from our sponsors will bring about much-deserved dignity to his family. Through this project, we have brought freedom in his life.

“Our government and the ruling party has done well in bringing dignity to our people since the dawn of democracy. It may have taken a long time for the old man here today to get his freedom, but through working together he is free today,” said Mabuza.
