MEC Ismail Vadi on launch of anti-fraud and corruption campaign

Statement in the Gauteng Provincial Legislature in terms of Rule 82 by MEC Dr Ismail Vadi

I rise in terms of rule 82 to make a statement on a matter which falls under my responsibility and which is of public importance.

I wish to report to the House that the Department of Roads and Transport had launched its anti-fraud and corruption campaign yesterday in Diepkloof, Soweto that was attended by the Public Service Commission, the South African Police Services, the Chairperson of the Portfolio Committee on Roads and Transport, and representatives of Corruption Watch, the South African Insurance Crime Bureau and various taxi organisations and driving school associations.

I wish to reaffirm to the House that the department will act against any and all acts of maladministration and improper conduct, particularly those alleged to have been carried out by any of its employees.

More specifically, I wish to report that the department has completed two separate investigations relating to the conduct of Mr L. Marasela and Ms S. Maphumulo employed in the Transport Branch.

Based on the findings and recommendations of these reports Mr Marasela has been suspended for alleged financial misconduct and formal disciplinary proceedings will be instituted against him shortly.

The matters relating to the second investigation will be taken forward once the official returns to work from maternity leave.

Also, on 13 March 2015 I had formally requested the Office of the Auditor-General to specifically audit the intermodal projects being implemented by the department as part of the 2014/15 audit processes.

I wish to reassure the House and the public that the department will hold its employees accountable for any breach of the legal and regulatory framework, particularly relating to financial management.

This we will do in the public interest.
