Post-EXCO Lekgotla of 17 February 2023

The Limpopo Provincial Government has come out of its Provincial Executive Committee Lekgotla with renewed zest after assessment of the 2022/2023 performance as well as recommending plans for 2023/2024. The final planning session before the State of the Province Address, held at Meropa on 17 February 2023, cemented work of prior planning sessions done by departments and entities in the past two months.

The EXCO Lekgotla recognised a relative stability and improvement on the operations and efficacy of the provincial service and administration. It cited progressive improvement on the provincial and municipal audit outcomes as one of the star highlight of this
administration. There was also a general recognition of the qualitative maturity of the infrastructure planning and project management.

As part of its recommendation, the EXCO Lekgotla endorsed the draft 2023/24 Medium Term and Expenditure Framework (METF) Provincial Budget Framework and Infrastructure Service Delivery Programme. The 2023/2024 proposed MTEF allocations
to departments and public entities is close to R80 billion.

It is expected that the framework will consolidate strategic infrastructure management interventions towards an implementation of economic recovery and reconstruction programme. This programme is geared towards an inclusive growth and job creation
using the industrialisation and manufacturing agenda.

“We are satisfied with the outcomes of this engagement today. What is more pleasing is the evidence that we are on an upward trend in our spending and provision of services. However, our resolve from this meeting is that we shall confront head-on areas where we haven’t done well, especially conditional grants and earmarked funding improvement plans,” said Premier Chupu Mathabatha at the close of the session.

As part of the process towards adoption of the plans a special Executive Committee Meeting will be convened to focus on the 2022/23 performance review, especially on areas of under-performance. A 2023/2024 Draft Provincial Budget shall be submitted to
the Executive Council for consideration.

The outcomes of this EXCO Lekgotla will form the thrust of Premier Mathabatha’s State of the Province Address to be held on 23 February 2023 in Jack Botes Hall, Polokwane.
