Limpopo on Post EXCO

The Executive Council of Limpopo met on the 1st of November 2017 at The Ranch Resort to examine progress made by departments in discharging their mandate of service delivery to the citizens of the province. At the end of those deliberations, they continued with Exco Budget Lekgotla engagements which wrapped up on the 2nd of November 2017. The following are resolutions that emanated from both meetings:

Redetermination of Municipal Boundaries:

The Executive Council has resolved that the Municipal Demarcation Board (MDB) should commence with the alignment of the identified 10 misaligned municipalities. Some of those misalignments are:
a. Amalgamation of Mookgophong and Modimolle Local Municipalities;
b. Disestablishment of Mutale Local Municipality and incorporating its parts into Musina and Thulamela Local Municipalities;
c. Establishment of a new municipality (LIM345) from parts of Thulamela and Makhado Local Municipalities;
d. Disestablishment of Aganang Local Municipality and incorporating its parts into Blouberg, Molemole and Polokwane Local Municipalities;
e. Amalgamation of Fetakgomo and Greater Tubatse Local Municipalities;
f. Cases pending from 2011 demarcation process e.g. Mamatlepa; and
g. Aspirations for Polokwane to be a Category A Municipality;

Provincial Infrastructure Performance:

The Provincial Departments reported a total of 13 585 infrastructure projects out of which 12 524 are housing units;
a) The physical status of the projects is as follows:
i. 2 449 (18.1%) projects have been completed;
ii. 9 540 (70.2%) projects were under construction; and
iii. 1 596 (11.7%) projects were pre-construction stage;

30-Day Invoice Payment Report:

The percentage of invoices paid in the province within the prescribed 30 days of receipt shows that during the month of September 2017, compliance to Section 38 (1) (f) of the PFMA was at 94.26%. This percentage impressive is it looks, is slightly lower than 95% set for all departments for the period 2017/18 by 0.74%

Construction of the Limpopo Provincial State Theater:

The Provincial Treasury has allocated a budget of R 9.9 million towards the planning and design of the Limpopo Provincial State Theater for the 2017/18 financial year. The project has received a massive boost of R 45 million commitment from the National Department of Arts and Culture (NDAC) over a period of three financial years ending in 2018/19. The Office of the Premier will assist the Department of Sport, Arts and Culture on the matter of land acquisition.

Mapungubwe Arts and Heritage Festival 2017:

Mapungubwe Arts and Culture festival was launched on the 5th of October 2017 at Meropa Casino. Two service providers were contracted to market the Festival on social media with effect from the date of the launch. The Department has booked and signed contracts with prospective artists who are also involved in the marketing of the festival as per contracts.

Turnaround Framework for LED in the Province:
The Executive Council has approved the revised framework to turn around Local Economic Development in the Province, together with the implementation plan thereof. The Executive Council further directed that LEDET should develop institutional arrangement clarification to be part of the Framework;

1.2 That a determination be made on the areas to be given a priority in terms of development considering that Government has identified the Growth Points for development and the Framework suggest that priority should be given to the Districts;

1.3 That an audit on capacity of LED Forums should be undertaken; and

1.4  That there is need for a capacity development programme for LED staff in Municipalities, Councillors responsible for LED function and Provincial Departments’ staff dealing with LED matters.

Resolutions from EXCO Budget Lekgotla

Provincial Growth Points Programme:

The Office of the Premier, CoGHSTA and LEDET will develop an integrated infrastructure service delivery programme that will be implemented with regards to prioritised Growth Points.

Limpopo Academic Hospital:

The Department of Health and Treasury are tasked with the responsibility of making the Limpopo Academic Hospital a reality.

Musina- Makhado SEZ Programme:

The departments of LEDET and CoGHSTA to develop a comprehensive regional economic model, using Musina-Makhado SEZ as a catalyst.  Finalise a comprehensive public infrastructure package to enhance implementation of Musina-Makhado Corridor SEZ

Voters Roll Programme:

The department of CoGHSTA will engage the Community Development Workers, Ward Committees and the Traditional Authorities in the Voter-Harvesting Programme in partnership with IEC.

Update on Water Service Delivery:

To address the regression on the provision of water service delivery status in the Province, the Department of Water and Sanitation and Water Service Authorities and other stakeholders will develop a detailed Water Service Delivery Intervention plan, including a funding model, towards the achievement of the LDP Strategic Targets on water and sanitation

State-Owned Entities:

The departments of Transport and the Provincial Treasury will assist GAAL to develop a comprehensive business strategy to support economic development initiatives unfolding in the Province.

Transitional Framework:

The Office of the Premier will develop a Transition Framework to ensure a smooth transition between the current term of administration and the next.

COE Expenditure Analysis:

A substantive review of COE trends versus Institutional Capacity and Service Delivery effectiveness will be undertaken by the Office of the Premier and Treasury.

Anti-Poverty Programme:

Office of the Premier will develop mechanisms to improve on its capacity towards coordination of Anti-poverty Programme.

Municipal Audit Process:

After identifying gaps in the 2016/17 Audit Process, the Executive Council resolved that all the Executive Mayors and the Mayors should provide a strategic oversight on the unfolding audit process.
