Labour select committee calls for submissions

The Select Committee on Labour and Public Enterprise invites interested people and stakeholders to submit written comments on the Basic Conditions of Employment Amendment Bill, 2012 and the Labour Relations Amendment Bill, 2012.

The objective of the Basic Conditions of Employment Amendment Bill is to give effect to the government’s commitments to avoid exploitation of workers, ensure decent work for all employees, protect the employment relationship, bring the provisions regulating child labour in line with international standards, improve the mechanism for enforcement of basic conditions of employment, prohibit certain abusive practices and effect certain consequential amendments

The Labour Relations Amendment Bill’s main aim is to respond to the increased informalisation of labour to ensure that vulnerable categories of workers receive adequate protection and are employed in conditions of decent work; adjustments to the law to ensure compliance with South Africa’s obligations in terms of international labour standards; ensuring that labour legislation gives effect to fundamental Constitutional rights, including the right to fair labour practices.

It further aims to engage in collective bargaining and right to equality and protection from unfair discrimination; enhancing the effectiveness of the primary labour market institutions such as the Labour Court, the CCMA, the essential services committee and the labour inspectorate; rectifying anomalies and clarifying uncertainties that have arisen from the interpretation and application of the Act and the Basic Conditions of Employment Act, 1997

Written submissions must be directed to Ms Phumelele Sibisi and addressed to the Select Committee on Labour and Public Enterprises, 3rd floor, 90 Plein Street, Cape Town 8000, e-mailed to psibisi@parliament.gov.za or faxed to 086 518 1287 by no later than 25 September 2013.
