The Independent Communications Authority of South Africa (ICASA) publishes an explanatory note to accompany the draft “Bitstream and Shared/Full Loop” regulations

The Independent Communications Authority of South Africa informs all stakeholders and the media that an Explanatory Note to accompany the Draft “Bitstream and Shared/Full Loop” Regulations which were gazetted on 11 September 2013 has been published.

The Explanatory Note provides background to the Authority’s decisions in coming up with the review of the Call Termination Regulations as well as the rationale behind some content that has been included that requires input from the public.

Licensees have 30 (thirty) working days from date of publishing the Explanatory Note to submit any supplementary comments. The Authority intends to hold public hearings from 17 to 19 February 2014.
