North West Legislature conducts public hearings on North West Money Bills Amendment Procedure and Related Matters Bill and Upstream Petroleum Resources Development Bill, 16 Feb

North West Legislature to conduct public hearings on North West Money Bills Amendment Procedure and Related Matters Bill, 2023 and Upstream Petroleum Resources Development Bill (B13B-2021)

On Thursday, 15 February 2024, the Portfolio Committee on Premier, Finance, Cooperative Governance, Human Settlements and Traditional Affairs will be conducting public hearings throughout the province on the North West Money Bills Amendment Procedure and Related Matters Bill, 2023 at Gamogopa Community Hall in Gamogopa; Taung Deport Hall in Taung; White Hall in Brits and Delareyville Town Hall in Delareyville at 10h00.

The bill aims to provide for a procedure to amend money Bills before the North West Provincial Legislature. Section 120(3) of the Constitution of the Republic of South Africa, 1996 provides that a provincial Act must provide for the procedure by which the province’s legislature may amend a money Bill. Therefore, the fact that the Legislature does not have a legislation to deal with procedure for amending the Money Bills means that the Bill as introduced by the Executive Council cannot be amended by the Legislature.

On Friday, 16 February 2024, the Portfolio Committee on Economic Development, Environment, Tourism, Agriculture and Rural Development will be conducting public hearings throughout the province on the Upstream Petroleum Resources Development Bill (B13B-2021) at Barolong Boo Ratlou Ba Ga Seitshiro Tribal Hall in Khunwana; Matlosana Recreational Hall in Klerksdorp; Buxton Community Hall near Taung and Banquet Hall (Civic Centre) in Rustenburg at 10h00.

The Upstream Petroleum Resources Development Bill (B13B-2021) aims to provide for orderly development of petroleum resources; to provide for equitable access, and sustainable development of the nation’s petroleum resources and to provide for active State and Black person’s participation in the development of the nation’s petroleum resources. It further aims to provide for a petroleum right that integrates the right to explore and to produce; to provide for the facilitation of acquisition of petroleum geo-technical data; to provide for a controlled application system through licensing rounds and to create an enabling environment for the acceleration of exploration and production of the nation’s petroleum resources.

Relevant stakeholders have been invited to attend the public hearings.
