Gauteng on outcomes of the Executive Council meeting

The Executive Council (EXCO) held a Special meeting on Wednesday, 10 May 2023, to deal with matters that required urgent decisions.

Approval of new concessionaire of Gautrain for 2026 The Executive Council approved that the Gautrain Management Agency should proceed with the planning process for the Request for Proposals for a new concessionaire for the Gautrain system. A subcommittee of the Executive Council will be appointed to provide political oversight of this process. The current Gautrain concession agreement (CA) comes to an end in March 2026.

Gauteng railway link between Gauteng and Limpopo

The Executive Council noted a meeting between the Gauteng Premier Panyaza Lesufi and Limpopo Premier Stanley Mathabatha, which took place in April 2023. The purpose of the meeting between the two premiers was to discuss the modalities of a railway network project, that will link the two provinces. The meeting agreed that a concept study will be undertaken to determine the available options for a railway link between Limpopo and Gauteng.

Appointments

New Director General for the Gauteng Provincial Government

Following the vacancy left by Presidency Director General (DG) Ms Phindile Baleni, Premier Panyaza Lesufi has appointed Mr. Edward Mosuwe in the position of Director General in the Office of the Premier, with effect from 01 May 2023. The announcement was made at the Gauteng Executive Council (EXCO) meeting which took place on Wednesday, 10 May 2023.

Prior to his appointment, the incoming accounting officer served as the Head of Department (HoD) for the Gauteng Department of Education (GDE), a position he has held since 2015.

Mr. Mosuwe has a public service career that spans over 18 years and has expertise in strategic leadership, management, and policy development, amongst others.

Mosuwe managed and lead a stable quality basic education system measured by the improving record of performance in learning outcomes in primary and secondary education.

He consistently maintained high performance of the system in the National Senior Certificate (NSC) outcomes despite annual increase in learner numbers. Under his leadership, the GDE has been awarded as the best performing social cluster department in 2018/19 and 2019/20 by the Premier of the Province of Gauteng.

The incoming DG has overseen the implementation of innovative programmes like the online admissions system for Grades 1 and 8 learners in Gauteng public schools, the paperless classroom project which has won national awards, and Schools of Specialisation (SoS), to name a few.

Under his tenure, the Gauteng Department of Education took the number 1 spot in the National Senior Certificate matric results in 2018 and remains in top 3 performing provinces in the country.

The Executive Council wishes Mr. Mosuwe well in his new responsibilities.

Gauteng Partnership Fund

The Executive Council has concurred with the appointment of board members of the Gauteng Partnership Fund (GPF), an entity of the Gauteng Department of Human Settlements. The entity serves as a funding and implementing agent for integrated and sustainable human settlements in the Gauteng City Region.
