Ensuring fine balance in allocating scarce resources

Gauteng Department of Local Government is responsible for supporting, coordinating and monitoring the Integrated Development Planning (IDP) process in the department. The IDP is a tool for government to carry out is developmental mandate. It fosters more appropriate service delivery by providing the framework for economic and social development within the municipality in a consultative manner.

The Integrated and participatory nature of the IDP process allows service delivery and development to be address in a multifaceted way within the limits of scarce resources. The IDP ensures that local government transformation can take place by making sure that integrated and sustainable projects and programmes are formulated, and the foundation for community building is laid.
Mostly importantly, the IDP seeks to ensure that effective and efficient resource and utilisation takes place, and political accountability and municipal performance can be monitored and evaluated against documented decision.

It reflects the priority needs of the municipality and its residents and ensures that available resources are used in an effective manner. Furthermore the plan must be specific enough to inform budgets, business plans and land use management decisions within the municipality. This process is facilitated through the application of specific methodological tools, designed to support the integrated development planning process.

It fosters a culture of co-operative governance, a mechanism for alignment and co-ordination between different spheres of government and sectors of development. It serves as a basis for communication and interaction between spheres of government, sectors and parastatals while providing space for community involvement in government initiative.
