Electoral Commission on candidates contesting municipal by-elections on 23 August 2023

Five (5) municipal ward by-elections will take place in the Eastern Cape, Gauteng and the North West provinces on Wednesday, 23 August 2023. 

The by-elections will be contested by 14 candidates from seven (7) political parties and one independent candidate. 

In the Eastern Cape 

  • Ward 08 in the Dr AB Xuma Municipality (previously Engcobo Municipality) – EC137, will be contested by two candidates. 1. Nondumiso Qakaza-Sishuba of the African National Congress (ANC) and  2. Sinazo Mbayeka of the Economic Freedom Fighters (EFF).  

The ward was previously represented by the ANC and became vacant as a result of the councillor’s resignation. The voter turnout for this ward in the 2021 Municipal Elections was 50,54%. 

  • Ward 12 in Dr AB Xuma Municipality – EC137, will be contested by two candidates, 1. Zuzeka Vivashe of the ANC and 2. Nopasika Mandulo of the EFF. 

The ward was previously represented by the ANC and became vacant as a result of the councillor’s resignation. The voter turnout for this ward in the 2021 Municipal Elections was 48,98%. 

  • Ward 29 in the Enoch Mgijima Municipality – EC139, will be contested by one independent candidate, Solomzi Johnson Lose and three other political party candidates. 1. Mathwell Mbulelo Jacobs of the ANC; 2. Lunga Gagayi of the EFF; and 3. Ndoyisile Joja of the Independents.

 The ward was previously represented by the ANC and became vacant as a result of the councillor’s death. The voter turnout for this ward in the 2021 Municipal Elections was 43,26%. 

In Gauteng 

  • Ward 102 in the City of Johannesburg Municipality – JHB, will be contested by four candidates,1. Mboshwa Zephaniah Thwala of the ANC; 2. Lucinda Jane Harman of the Democratic Alliance (DA); 3. Bernadictor Mini of the EFF and 4. Matthew William Pienaar of the Organic Humanity Movement. 

The ward was previously represented by the DA and became vacant as a result of the councillor’s resignation. The voter turnout for this ward in the 2021 Municipal Elections was 53,62%. 

In the North West 

  • Ward 25 in the Madibeng Municipality – NW372, will be contested by three candidates, 1. Beauty Nteseng Mogale of the ANC; 2. Kabelo Abel Molwantwa of the EFF; and . Boy-Boy Prince Mpaane of the Save Madibeng Party.

The ward was previously represented by the ANC and became vacant as a result of the councillor’s death. The voter turnout for this ward in the 2021 Municipal Elections was 39,41%.
