Call for submission of proposals from NPOs/NGOs/CBOs providing MMC services

The Free State Department of Health is calling on interested NPOs (non-profit organisations)/NGOs (non-governmental organisations) / CBOs (community based organisations) to respond to a call for proposals to deliver MMC (Medical Male Circumcision) services to the following districts: Xhariep, Fezile Dabi, Mangaung Metro, Lejweleputswa and Thabo Mofutsanyana.

The purpose is for NPOs to complement the Department of Health by taking some responsibility with regard to the delivery of HIV/AIDS and TB services.  The need exists to make sure that all activities are streamlined and that the limited resources within the districts are optimally utilized, by using NPOs, to contribute to more accessible, affordable quality PHC (Primary Health Care) for the Free State communities.

All Non-profit Organizations that comply with the Non-profit Organizations Act, No 71 of 1997; Fundraising Act, No 107 of 1978 as amended; and Section 21 of the Companies Act, No 61 of 1973 as amended; are hereby requested to obtain the necessary documents from Mr P Makhetha, 051 408 1119, 079 075 8876, Corner Maitland and Harvey Street, Provincial Department of Health, Bophelo House, Bloemfontein.

The closing date for submitting the proposals is 28 June 2013 at 14:00.  NPOs are requested to submit applications in time at the address indicated above, as no late submissions would be permitted.

All NPOs/NGOs/CBOs should fall within the boundaries of the above-mentioned districts. 

The compulsory briefing/information session will be held on 24 June 2013 at 10H00, in Bophelo House.

Details of Medical Male Circumcision (MMC) services to be rendered by NPOs

The NGOs should render the following MMC services:

Social Mobilization: Marketing and Advocacy for MMC services, generating the demand for MMC services in the society and recruitment of potential MMC clients.

Counselling & Testing Services: Conduct HIV pre- & post- test counselling; MMC specific counselling; Group MMC & HIV Counselling, as well as conducting Rapid HIV testing and Quality Assurance (QA) of Rapid HIV testing.

Perform Medical Male Circumcision on clients and report on Medical Male Circumcision progress.

Guidelines and/or Standards of MMC Service: The NPO should be in possession of the “World Health Organisation (WHO) – Male Circumcision quality assurance: A guide to enhancing the safety and quality of services”; as well as the “Draft Joint Strategy to Accelerate Scale-Up of Voluntary Medical Male Circumcision for HIV Prevention in East and Southern Africa 2012-2016” (optional).

The NPOs should be in possession of and comply with the “South African National Implementation Guidelines for Medical Male Circumcision” and the “Male Circumcision Clinical Standard Operating Procedure Guidelines for South Africa”.

The NPOs should also comply with the “National MMC Model for Optimizing Volume & Efficiency (MOVE model)”.

The Personnel and Support staff should consist of the Facility Manager; at least three Registered Nurses within the establishment with Accredited MMC training; at least three Staff Nurses within the establishment with Accredited MMC training; at least three Assistant Nurses within the establishment with Accredited MMC training; at least four HIV & MMC Counsellors; at least four MMC Field Workers; at least one Data capturer; at least two Cleaners; a Pharmacist or Pharmacist Assistant; a Finance Officer; a M & E Officer; and a Receptionist / Admin Clerk.

Infrastructure: It should be a standard medical facility with the facility manager’s office, kitchen and / or resting area for personnel, toilets (male and female) standard medical equipment, office furniture and functional security operations, including 24 hours / 7 days security personnel on site.

The facility should have at least three separate consulting rooms, with standard medical room equipment (examination couch/bed, bed-side cabinet, bed trolley, examination chair) for MMC procedures or a big room with at least three partitions to provide for privacy; at least three separate counselling rooms to provide for privacy; a separate room for group counselling; a pharmacy or lockable drug store room; a reception area with a filing cabinet and a spacious waiting area, with an exhibition area for IEC (Information, Education and Communication) material and condoms.

The equipment should include at least two computers for electronic capturing of data and management functions of the facility; a lockable Filing cabinet for confidential medical records; an autoclave machine; Diathermy Machines (at least 3, one per consulting room); Blood Pressure (BP) machine, thermometer, sharps container etc.

Information or Data management: the facility should be in possession of the following: daily registers, weekly and monthly summary forms, for documentation of clients’ information; MMC Quality assurance tools and MMC Adverse events tools / forms; client’s files for clinic or medical records; forms for referral system to Government facilities; and facility stationery for clinical records, data collation and collection.  They should also have the capacity to analyse and use data.

All the civil society organisations must be linked with the Health Care Facilities within their service area for patient or client referral and support with the necessary resources. Each civil society organization or NGO rendering MMC services must be accountable for the funding provided as per the Departmental contractual agreement.
