While preparing to ensure that the 2010 FIFA World Cup takes place in a safe environment, the security forces formulated a general security concept which included securing all operational environments, on land, sea and air.
As has been the case in many previous major events, an air defence strategy has been prepared, simulated and tested. The airspace security strategy became activated at 22h00 last night, Thursday, 10 June 2010 entailing temporary restricted airspace around soccer venues in order to ensure security and safety in the air. The movement of aircraft within the temporary restricted airspace is now under the control of the South African Air Force (SAAF).
All South African aircrew, with the exception of scheduled flights (example by an established airline) or state flights (police or defence force aircraft) have to apply to the SAAF for security screening at least 48 hours prior to the commencement of the first flight. Foreign pilots and aircrew must apply at least seven days prior to the first flight.
All flights, with the exception of scheduled flights, intending to enter or operate within the temporary restricted airspace must also apply to the SAAF for authorisation of the flight 24 hours before takeoff. Only successfully screened pilots may apply for flight authorisation. Airspace restrictions will be active at specific times as indicated in the AIP published on the Civil Aviation Authority website http://www.caa.co.za.
The necessary notices were posted on 6 May 2010.
In addition:
- From 12h30 to 18h30 today, 11 June 2010, no training flights will be authorised within 50 nm (90 kilometres) of the OR Tambo Airport.
- All flights, excluding Air Traffic and Navigation Services (ATNS) pre-approved scheduled flights, within 30 nm (54 kilometres) of Soccer City will be approved in exceptional circumstances only.
- From 19h00 to 22h30 on Saturday, 12 June 2010, no training flights will be authorised within 50 nm (90 kilometres) of the Pilanesberg Airport.
- All flights, excluding ATNS pre-approved scheduled flights, within 30 nm (54 kilometres) of the Royal Bafokeng Stadium will be approved in exceptional circumstances only.
Emergency medical flights will be permitted once the aircrew have followed prescribed procedures. Areas not mentioned in the AIP are not affected by these restrictions. These measures are instituted in order to ensure that the security forces' pilots and aircrew operating within the restricted airspace can do so safely and also to ensure that no aircraft which could jeopardise the security of those on the ground can enter the airspace.
