Parliament hosts Russian Federation Parliamentary deligation, 1 to 2 Dec

A delegation of the Council of the Federation of the Federal Assembly of the Russian Federation pays an official visit to Parliament next week, which will include a wreath-laying at the bust in the Parliamentary precinct of former President Nelson Mandela, who passed away on 5 December 2013.

On Monday, 1 December the delegation, led by the Deputy Chairperson of the Council Mr Ilyas Magomed-Salamovich Umakhanov, meets National Council of Provinces (NCOP) Chairperson Ms Thandi Modise to sign a Memorandum of Understanding between the NCOP and the Federation Council. The memorandum seeks to broaden bilateral cooperation between the two states by formalising ties between the two legislatures.

Among other, the Memorandum of Understanding undertakes to:

  • Facilitate the speedy activation of international treaties signed between the two states
  • Develop inter-parliamentary interaction to strengthen friendly relations and expansion of bilateral cooperation between
  • Exchange visits between the parliamentarians of the two countries
  • Exchange information about legislation, parliamentary procedures and documents of mutual interest
  • Promote consultation and cooperation between the countries’ delegations to multi-lateral organisations between their delegations, where possible, to take agreed positions in international parliamentary organisations, including the Inter Parliamentary Union and the Pan African Parliament
  • Contribute to the creation of a Parliamentary component of the BRICS (Brazil, Russia, India, China, South Africa) states
  • Contribute to cooperation and broadening inter-regional ties between the two countries

On Tuesday, the delegation pays a courtesy visit to National Assembly Speaker Ms Baleka Mbete. 

Friendly relations between South Africa and Russia date back to the struggle for a non-racial and democratic South Africa and there have been a number of high-level exchange visits since South Africa’s first non-racial, democratic election in 1994.

Biography of Mr Ilyas Magomed-Salamovich Umakhanov, Deputy Chairperson of the Council of the Federation of He Federal Assembly of the Russian Federation:

Born on 27 March 1957 in the city of Makhachkala, Republic of Dagestan, USSR. 

Graduated from two institutions of higher education and holds a PhD. He graduated from the Moscow State Institute of International Relations as a specialist in international relations and the Dagestan State Institute of National Economy as specialist in finance and credit.

Career:

1979 – 1981 Expert, senior expert of the Second European Section of the Ministry of Foreign Affairs of the USSR.
1981 – 1991 Held various positions in the International Section of the Central Committee of the All-Union Leninist Young Communist League (Moscow).
1991 – 1992 Head of a Consultants Group, Chairman of the International Commission of the Executive Committee of the Coordinating Council of youth organisations and unions of the USSR (Moscow).
1992 – 1994 President of the Centre of International Cooperation (Moscow), Chairman of the Board of Directors of Russian-Arab University (Moscow).
1995 – 1998 Chairman of the Budget, Finance and Tax Committee of the People’s Assembly of the Republic of Dagestan.
1998 – Deputy Chairman of the Government of the Republic of Dagestan.

Since 2001  Member of the Council of the Federation of the Federal Assembly of the Russian Federation representing the executive authority of the Republic of Dagestan, First Deputy Chairperson of the Committee of the Council of the Federation of the Federal Assembly of the Russian Federation on International Relations.

In December 2010 elected as a Deputy Chairperson of the Council of the Federation of the Federal Assembly of the Russian Federation.

State awards:

Order of Honour, Order of Friendship, medal “For Labour Heroism”, “70 Years of Restoration of Independence of Afghanistan”, Honoured Economist of the Republic of Dagestan.

Married with two sons and a daughter.
