Municipal by-elections scheduled for 21 July 2010

Municipal ward by-elections will take place on Wednesday, 21 July 2010 in the Eastern Cape, Free State, KwaZulu-Natal, Mpumalanga, North West and the Western Cape.

The Electoral Commission (IEC) confirmed that 26 vacant wards will be contested by 90 candidates of whom five are independent candidates and the rest represents 11 political parties.

Three by-elections will take place in the Eastern Cape:

  • Ward 15 in Amahlathi (Stutterheim) municipality, EC124 will be contested by Ncediswa Ethel Tom of the African National Congress and Thandisizwe Mqoqi of the Pan Africanist Congress of Azania.

    The ward was previously represented by the African National Congress and became vacant due to the death of the councillor.
  • Ward five in Lukhanji (Queenstown) municipality, EC134 will be contested by Ntomboyise Patricia Mnyengeza, an independent candidate and Nomathamsanqa Joyce Qomoyi of the African National Congress.

    The ward was previously represented by the African National Congress and became vacant due to the termination of the membership of the councillor by the party.
  • Ward 11 in Lukhanji (Queenstown) municipality, EC134 will be contested by Khangelwa Sovendle of the African National Congress and Themba Christopher Tyhwabi of the United Democratic Movement.

    The ward was previously represented by the African National Congress and became vacant due to the termination of the membership of the councillor by the party.

Eight by-elections will take place in the Free State:

  • Ward one in Mohokare (Zastron) municipality, FS163 will be contested by Motsabi Daniel Mathibeli of the African National Congress and Tholang Abele Mathapo of the Pan Africanist Congress of Azania.

    The ward was previously represented by the African National Congress and became vacant due to the death of the councillor.

The Naledi (Dewetsdorp) municipality, FS171 was dissolved and by-elections will take place in all four wards:

  • Ward one will be contested by Marethabile Lucia Sehloho of the African National Congress, Mokete Joseph Mokateli of the African People's Convention, Mzwandile Meshack Gaba of the Congress of the People, Benjamin van Heerden of the Democratic Alliance and Elske Taljaard of the Vryheidsfront Plus.

    The ward was previously represented by the African National Congressed.
  • Ward two will be contested by Moloantoa Milton Seoko of the African National Congress, Tshediso Samson Matlakala of the African People's Convention, Litaba Ficenti Khahleli of the Congress of the People, Moahloli Michael Pepenene of the Democratic Alliance and Elske Taljaard of the Vryheidsfront Plus.

    The ward was previously represented by the Independent Democrats.
  • Ward three will be contested by Mpho Gift Tladi of the African National Congress, Moses Motsamai Malefane of the Congress of the People, Hester Thatho Mziwakhe of the Democratic Alliance, Tahleho Moses Mabote of the Pan Africanist Congress of Azania and Elske Taljaard of the Vryheidsfront Plus.

    The ward was previously represented by the African National Congress.
  • Ward four will be contested by John Johannes Makitle of the African National Congress, Khotso Stephen Rakhunoane of the Congress of the People, Madia Michael Ngoae of the Democratic Alliance, Nzima Frans Filda of the Pan Africanist Congress of Azania; and Elske Taljaard of the Vryheidsfront Plus.

    The ward was previously represented by the African National Congress.
  • Ward 28 in Mangaung (Bloemfontein) municipality, FS172 will be contested by Ntenne Augustina Ratsiu of the African National Congress, Seboge Andries Seekoei of the African People's Convention and Christo Mashibini of the Congress of the People.

    The ward was previously represented by the African National Congress and became vacant due to the expulsion of the councillor by the party.
  • Ward 31 in Mangaung (Bloemfontein) municipality, FS172 will be contested by Sello David Phokoje of the African National Congress, Puleng Emily Mara of the African People's Convention and Mbuti Joseph Mfokazi of the Dikwankwetla Party of South Africa.

    The ward was previously represented by the African National Congress and became vacant due to the expulsion of the councillor by the party.
  • Ward 13 in Dihlabeng (Bethlehem) municipality, FS192 will be contested by Lebohang Nellie Mofokeng of the African National Congress, Fortunate Tseko Rapuleng of the African People's Convention, Makirika April Molaba of the Congress of the People and Sae Contansia Mbole of the Pan Africanist Congress of Azania.

    The ward was previously represented by the African National Congress and became vacant due to the resignation of the councillor.

Five by-elections will take place in the KwaZulu-Natal:

  • Ward 11 in Nongoma (Nongoma) Municipality, KZN265 will be contested by Magumuza Elliot Ntombela of the African National Congress and Patric Behkikhaya Ngwenya of the Inkatha Freedom Party.

    The ward was previously represented by the Inkatha Freedom Party and became vacant due to the death of the councillor.
  • Ward 13 in Ulundi (Ulundi) municipality, KZN266 will be contested by Cebolenkosi Tholinhlahla Gabela, an independent candidate; Zanele Siyaya of the African National Congress and Nkosinathi Mandlakhe Buthelezi of the Inkatha Freedom Party.

    The ward was previously represented by the Inkatha Freedom Party and became vacant due to the termination of the membership of the councillor by the party.
  • Ward 18 in uMhlathuze (Richards Bay) municipality, KZN282 will be contested by Sipho Sizwe Mthujane of the African National Congress and Freedom Bongani Chili of the Inkatha Freedom Party.

    The ward was previously represented by the African National Congress and became vacant due to the death of the councillor.
  • Ward two in Mthonjaneni (Melmoth) municipality, KZN285 will be contested by Selby Sibusiso Dlamini of the African National Congress and Phumlani Emmanuel Ntombela of the Inkatha Freedom Party.

    The ward was previously represented by the Inkatha Freedom Party and became vacant due to the termination of the membership of the councillor by the party.
  • Ward six in Mthonjaneni (Melmoth) municipality, KZN285 will be contested by Gabriel Vusumuzi Philani Gumede of the African National Congress and Senzo Mzingwezwi Mdima of the Inkatha Freedom Party.

    The ward was previously represented by the Inkatha Freedom Party and became vacant due to the termination of the membership of the councillor by the party.

Three by-elections will take place in Mpumalanga:

  • Ward 11 in Mkhondo (Piet Retief) municipality, MP303 will be contested by Sifiso Herbert Mavuso of the African National Congress, Mfanimpela Nelson Thwala of the Democratic Alliance, Ntando Nhlanhla Sambo of the Inkatha Freedom Party and Lucky Timothy Nhlanhla Thwala of the Pan Africanist Congress of Azania.

    The ward was previously represented by the African National Congress and became vacant due to the expulsion of the councillor by the MEC.
  • Ward 13 in Mkhondo (Piet Retief) municipality, MP303 will be contested by Celiwe Gladness Mtshali of the African National Congress, Richard Mphangeni Biyela of the Democratic Alliance, Mgcineni Philemon Mavuso of the Inkatha Freedom Party and Nana Ntombencane Ngobese of the Pan Africanist Congress of Azania.

    The ward was previously represented by the African National Congress and became vacant due to the expulsion of the councillor by the MEC.
  • Ward 14 in Mkhondo (Piet Retief) municipality, MP303 will be contested by Poppy Thandi Mthethwa of the African National Congress, Thokozane Erick Motha of the Democratic Alliance, Mduduzi David Ngcobo of the Inkatha Freedom Party and Winile Precious Phakathi of the Pan Africanist Congress of Azania.

    The ward was previously represented by the African National Congress and became vacant due to the expulsion of the councillor by the MEC.

Only one by-election will take place in North West:

  • Ward 30 in Madibeng (Brits) municipality, NW372 will be contested by Pieter Adriaan Rautenbach, an independent candidate; Arthur William Scanlen of the African Christian Democratic Party and Josia Johannes Jacobus Engelbrecht of the African National Congress and Anthony Graeme Peplar of the Democratic Alliance.

    The ward was previously represented by the Democratic Alliance and became vacant due to the resignation of the councillor.

    In the Western Cape, six by-elections will take place:
  • Ward 34 in City of Cape Town (Cape Town) municipality, CPT will be contested by Fikiswa Mavis Nkunzana of the African National Congress, Glenville Bongani Mini of the Congress of the People, Arnold Mncekeleli Booi of the Democratic Alliance and Ismail Salie of the Pan Africanist Congress of Azania.

    The ward was previously represented by an independent candidate and became vacant due to the expulsion of the councillor by the MEC.
  • Ward 35 in City of Cape Town (Cape Town) municipality, CPT will be contested by Thobile Lincoln Gqola of the African National Congress, Boyisile Mafilika of the Congress of the People, Xolile Gwangxu of the Democratic Alliance and Ismail Salie of the Pan Africanist Congress of Azania.

    The ward was previously represented by an independent candidate and became vacant due to the expulsion of the councillor by the MEC.
  • Ward 98 in City of Cape Town (Cape Town) municipality, CPT will be contested by Victor Nkosinathi Mfusi of the African National Congress, Mziwabantu Sikundla of the Congress of the People, Steven Thobile Vuba of the Democratic Alliance and Charneel Plaatjies of the Pan Africanist Congress of Azania.

    The ward was previously represented by the African National Congress and became vacant due to the expulsion of the councillor by the MEC.
  • Ward 99 in City of Cape Town (Cape Town) municipality, CPT will be contested by Deen Louw, an independent candidate; Ntombekhaya Letticia Pashu of the African National Congress; Maria Weavers of the Democratic Alliance and Charneel Plaatjies of the Pan Africanist Congress of Azania.

    The ward was previously represented by the African National Congress and became vacant due to the expulsion of the councillor by the MEC.
  • Ward three in Beaufort West (Beaufort West) municipality, WC053 will be contested by Ricky Dennis Prince, an independent candidate; Ronnie Robbison of the African National Congress; Lena Basson of the Democratic Alliance; Jacob Diedericks of the Independent Civic Organisation of South Africa and Richard Zamiwonga Douglas of the Pan Africanist Congress of Azania.

    The ward was previously represented by the Independent Civic Organisation of South Africa and became vacant due to the resignation of the councillor.
  • Ward five n Beaufort West (Beaufort West) municipality, WC053 will be contested by David Johannes September of the African National Congress, Anthony David Willemse of the Democratic Alliance, Andrew Appies of the Independent Civic Organisation of South Africa and Richard Zamiwonga Douglas of the Pan Africanist Congress of Azania.

    The ward was previously represented by the Independent Civic Organisation of South Africa and became vacant due to the resignation of the councillor.

Voting stations will be open from 07h00 to 21h00. A total of 157 124 voters are registered in the 26 wards and 126 voting districts where by-elections will be taking place.
