Gross expenditure on research and development (GERD) as a percentage of GDP is a widely accepted indicator of the competitiveness of a country's economy.

GERD comprises an aggregated total of actual expenditure on R&D performed within South Africa by all the five sectors, namely, business, and government including science councils, higher education, and the not-for-profit sectors.

The survey is undertaken by the Centre for Science, Technology and Innovation Indicators (CeSTII) of the Human Sciences Research Council on behalf of the Department of Science and Technology.
