Background

As part of government’s efforts to build on the job creation successes of the Expanded Public Works Programme (EPWP), the Minister of Public Works, Hon Geoff Doidge,will meet with all (283) municipalities on the occasion of the (EPWP) Summit.

This Summit intends to engage the South African Local Government Association (SALGA), the Department of Cooperative Governance and Traditional Affairs (COGTA) and all Municipalities on the implementation of the Programme particularly the realisation of the EPWP targets for Phase 2 as per sphere of Government.

The EPWP continues to be a key Government programme , which was endorsed by the Framework for South Africa’s Response to the International Economic Crisis (February 2009) and aims to contribute significantly towards the alleviation of unemployment and poverty, has resolved to intensify its mandate on the creation of work opportunities by calling on the EPWP Summit which will engage SALGA, COGTA and all Municipalities on the implementation of the programme, particularly the realisation of the EPWP targets for Phase 2, per sphere of Government.

In Phase 1, some municipalities had actively participated in the programme. However, the EPWP Phase 2 targets, together with increasing unemployment, mandates that the EPWP as a critical role player, focus collectively on the programme and plan towards achieving its objectives hence the need for all municipalities to attend this summit.

The EPWP Phase 2, which covers the period 2009/10 – 2014/15, was approved by Cabinet and aims to create 4,5 million work opportunities for poor and unemployed people in South Africa, thereby contributing to halving unemployment by 2014. The average duration of the employment is assumed to be 100 days. The programme is underpinned by government priorities and outcomes.

The programme aims to achieve its objectives and targets through the delivery of public and community services. Public bodies from the national, provincial and local government spheres of Government are expected to collaboratively work with the National Department of Public Works, as the lead and coordinating department of the Programme to accomplish these targets through their existing budgets and mandates.

Through the Summit, the EPWP aims to achieve the following objectives:

1. An improved understanding of the EPWP across all four sectors of the Programme, which includes Infrastructure, Social, Non-State, and Environment and Culture as well as possibilities for Enterprise Development.
2. To intensify service delivery through labour-intensive models of the EPWP Phase 2.
3. To achieve 100% participation in the EPWP and reporting by all municipalities.
4. To ensure that all Municipalities, especially those in rural areas are able to access the incentive grant.
5.To explore ways of improving the overall participation of all Rural Municipalities in the Community Work Programmes.
6.To ensure that the full potential of the Non-State Sector is optimally achieved through the participation of community based organisations (CBOs), faith based organisations )(FBOs) and non governmental organisations (NGOs).
7.Provide municipalities with critical information, content and contact information.
8.Signing of commitment agreements with Mayors in terms of the agreed municipal targets; and agree on institutional arrangements.
