SCOPA to meet Tribal Authorities over the finalisation of the D-Account

On Friday, 4 April 2014, the North West Provincial Legislature's Standing Committee on Provincial Public Accounts (SCOPA) will be holding meetings with Bakubung ba Ratheo; Batlhako ba Leema; Bapo ba Mogale; Bakgatla ba Kgafela; Wesizwe mine; Musa Financial Services; and Swarkop Mine Community Structure tribal authorities to finalise all matters regarding the D-Account at White Hall in Brits at 08h00.

Community structures had requested to make inputs before the D-Account is finalised. Kgosi Pilane of Bakgatla ba Kgafela will brief the Committee about matters of corporatisation and Bapo ba Mogale community structures will present a consolidated report concerning issues of mining royalties in their community. Trust members of Swarkop Mine community structure are also expected to brief the Committee about mining issues in their community.

The D Account is an account where all mining companies deposit royalties for traditional authorities. According the Auditor General’s office, the D account has never been audited for the past 19years.

The Auditor General can only be able to audit the account when the tribal authorities, the Department of Local Government and Traditional Affairs and the Department of Finance submit financial statements to be audited.

SCOPA held meetings with government departments and mining companies to brief the tribal communities about their involvement on the D-Account. The meetings forms part of investigations and public hearings that the Committee is embarking on with communities that are reserving royalties from mining companies in the province’s D account.

The Department of Local Government and Traditional Affairs, Office of the Premier and Department of Finance will also be present at the meetings.
