SCOPA to be briefed by labour department on ICT transition

The Standing Committee on Public Accounts has called on the Department of Labour and the State Information Technology Agency (SITA) to be part of a meeting tomorrow to report on the progress made regarding the Information and Communications Technology.

The Committee is of the view that SITA’s presence in the meeting will assist in understanding the root causes of the department’s qualified and disclaimer audit opinions. The Department of Labour entered into an Information Technology Public Private Partnership (IT PPP) with Siemens Business Services in 2002 for a period of ten years.

This was the first IT PPP and was facilitated with the assistance of National Treasury with the purpose of providing a full range of IT services to the Department of Labour. Seventy percent of the PPP was for IT operations and infrastructure, and 30% for systems development.

When the PPP ended in November last year, a termination support period was initiated, in terms of the PPP contract, for a handover back to the Department of Labour. The termination support runs for a period of 12 months ending on 30 November 2013.
