Quest for new regulatory framework and enforcement to dominate Department of Labour’ Inspectors Conference

The Inspectors’ Conference being held this week in Cape Town, by the Department of Labour’s (DoL) Inspection and Enforcement Services (IES) branch will highlight the focus on its regulatory and enforcement initiatives.

Labour Minister is expected to deliver a keynote address at the three-day Inspectors’ Conference held under the theme: “Providing specialist and professional service for decent work in the labour market”. The Conference will be held at the Cape Town International Conference Centre starting on 11 to 13 September.

The hosting of the conference ties with the department’s vision of creating an enabling environment for economic growth, while ensuring that the inspections services respond to the monitoring and enforcement of the slew of labour legislation such as the Basic Conditions of Employment Act, the Employment Equity Act, the Occupational Health and Safety Act; Unemployment Insurance Act, among others etc..

As part of its inspection work the in the period (April 2013-March 2014) the Department of Labour’s IES branch plans to conduct an unprecedented 130 000 workplace visits with the focus on what has been identified as high risks and problematic sectors.

Issues that will come for discussion at the conference will include an update on the amendments to labour laws; the state of compliance in the country; IES procedures; implementation of Sector Accords.

There will also be discussions on The Roving team concept; shaping the future of IES; inspectors’ perspective on transformation of labour market using employment equity as an instrument; stakeholder’s perspective on labour inspection in South Africa and a host of other labour-related issues.

Labour Minister Oliphant will during the three-day event share the stage with the DoL’s Director-General Nkosinathi Nhleko; DoL’s Acting Deputy Director-General: Inspection and Enforcement Services Thobile Lamati; DoL’s Acting Deputy Director-General: Labour Market & Industrial Relations Thembinkosi Mkalipi; DoL’s Deputy Director-General: Public Employment Services Sam Morotoba; DoL Director: Explosives and Civil Engineering Tibor Szana; DoL’s IES’s Chief Director: Statutory & Advocacy Services Virgil Seafield; DoL’s IES Director: Zakes Mokgwatle; DoL’s Director of Inspection and Enforcement Services (IES) Jacob Malatse and DoL’s Deputy Director, Inspection and Enforcement Services Livingstone Matiwane.

There will also be speakers from the International Labour Organisation, the country’s labour federations; chairpersons of Parliamentary Committees that deal with labour matters.

The SAPS, National Prosecution Authority and the Commission for Conciliation Mediation and Arbitration will also shed a light on aspects relating to investigations, prosecution and dispute resolutions.
