Public Enterprise Minister Gigaba to sign memorandum of understanding to promote state owned companies in collaboration with China

The Minister of Public Enterprises, Malusi Gigaba will tomorrow, 3 December 2013 sign a Memorandum of Understanding with the Chinese Vice Head of the State-owned Assets Supervision and Administration Commission (SASAC), which is responsible for shareholder oversight over all Chinese State Owned Companies. SASAC will be represented by Vice Chairman, Mr Shuhe Huang.

The purpose of the MoU is to enhance information sharing regarding the shareholder management practices, tools and governance frameworks on State Owned Companies between the two countries.

Some of the focal points the MoU intends to promote collaboration and enhance knowledge and efficiency by providing for the sharing of information and expertise between the parties and the enterprises so as to attain better SOC performance in the following areas:

  • Board appointments and remuneration policies through more robust and efficient inter-agency activities such as workshops, seminars and exchange visits.
  • Development programmes for officials of the Parties, directors and senior management of the enterprises;
  • Set up platforms and communication channels for mutually beneficial cooperation and fully tap the potential of business partnership between the enterprises via information provision on business opportunities and coordination and solution of problems amid cooperation;
  • Promote efficient utilisation of shareholder management tools for infrastructure development, economic growth and risk identification.
