Parliament's NCOP meets Gauteng Premier as part of Provincial Week, 21 Jul

NCOP to meet Premier, SALGA and Auditor General in Gauteng

The National Council of Provinces’ (NCOP) Gauteng delegation will tomorrow, 21 July 2015 meet with the Premier, South African Local Government (SALGA), the Auditor-General and the MECs of Finance and COGTA, as part of the NCOP’s Provincial Week.

Premier of Gauteng, David Makhura will brief the NCOP on, amongst others, issues raised during the State of the Province Address and Provincial Budget Votes. He will also provide a report-back on the issues of service delivery protests which were raised during the previous Provincial Week.

Finance MEC, Barbara Creecy will brief NCOP on the financial state of municipalities in the West Rand, including financial support provided and the Municipal Infrastructure Grant. COGTA MEC, Jacob Mamabolo will brief NCOP on the Administrative and Governance support provided to municipalities in the West Rand.

The NCOP will also get a briefing from Auditor General on the financial state of Local Government in the province.

A last briefing will be received from the Executive Mayor of the West Rand District Municipality, Clr. Mpho Nawa. The briefing will cover Westonaria, Randfontein, Mogale City and Merafong Local Municipalities and will focus on a number of issues including, the level of poverty and unemployment within the area, municipal budget as at 31 June 2015, municipal debts to Eskom and debts to the municipality by organs of state and state of municipal infrastructure.

Provincial Week is a key mechanism for the NCOP to achieve its mandate of representing the provinces in the national sphere of government. It provides permanent delegates of the NCOP with an opportunity to go back to their respective provinces to conduct oversight on progress made on service and consult on matters affecting provinces for consideration by Parliament. Provincial Week starts tomorrow, 21 to 24 July, under the theme: “Advancing the developmental agenda of municipalities for a better life of our people.”

The programme for the week which includes a public meeting to interact directly with communities on service delivery issues and oversight visits to municipal infrastructure projects funded through grants, as well as capital projects undertaken in the current financial year as outlined in the municipal Integrated Development Plan. The oversight will be conducted in West Rand and its local municipalities.
