Submission for the 2019/20 Division of Revenue
The Financial and Fiscal Commission will table in Parliament its annual submission for the Division of Revenue 2019/2020 in terms of Section 214(1) of the Constitution of the Republic of South Africa, 1996, Section 9 of the Intergovernmental Fiscal Relations Act, 1997 and Section 4(4c) of the Money Bills Amendment Procedure and Related Matters Act, 2009.
The theme of the Submission is, Re-engineering the intergovernmental fiscal relations system for national development in a fiscally constrained environment, based on the Commission’s view that ‘business as usual’ policies and interventions will fail to achieve the poverty and inequality reduction targets set for 2030. Instead, the focus should be on re-engineering intergovernmental fiscal and financial instruments and incentives for interventions aimed at poverty and inequality reduction without further compromising public finances that are already severely constrained.
