City of Johannesburg to Hand Over Brixton Multipurpose Centre to GAUTENG Legislature AHEAD OF State Of the Province Address (SOPA) 2022
On Thursday 17 February 2022, the City of Johannesburg, will officially handover the City’s Brixton Multipurpose Centre to Gauteng Provincial Legislature, ahead of the SOPA on Monday.
The Legislature will host the SOPA event on Monday 21 February 2022 at the said venue, where Premier David Makhura will deliver the State of the Province Address and GPG plans for the year ahead.
Procedurally, it is the requirement of the Standing Rules of the Gauteng Legislature that any external venue where the business of the GPL is to be conducted – outside of the ordinary seat of the Legislature – be declared a GPL precinct prior to the commencement of such business.
A precinct is defined in terms of Section 2 of the Powers, Privileges & Immunities of Parliament and Provincial Legislatures Act 4 of 2004. Once declared as the GPL precinct, the Act will apply as if the premises were the original seat of the Legislature for the duration of the event.
This will mean that from the 16 February to 21 February 2022, the Brixton Multipurpose Centre will be a precinct of the Gauteng Legislature, thus the Standing Rules of the Legislature will apply and govern all activities during this period.
The decision to host the State of the Province Address at the Brixton Multipurpose Centre is driven by GPL’s efforts to take the Provincial Parliament to the people and ensure that Citizens of province take keen interest in GPL’s processes.
