Gauteng Finance MEC Mr Mandla Nkomfe to address media on the outcomes of the Municipal Finance Indaba

Gauteng Finance MEC Mr Mandla Nkomfe will brief media on the outcomes of the Municipal Finance Indaba. The Municipal Finance Indaba is a forum made up all Members of Mayoral Committees responsible for finance in the municipalities. The indaba is convened on a quarterly basis and its tasks are:

  • Build institutional capacity to enhance sound financial management 
  • Improve communication, planning and coordination in implementing the financial reforms as required by the Municipal Finance Management Act

The Municipal Finance Indaba is expected to receive feedback on the following key issues:

  • Creditor payments – it was agreed in the last Indaba that municipalities would look at mechanisms that would ensure compliance with the Municipal Finance Management Act on the payment of suppliers within the prescribed 30 day period
  • Salary agreements – municipalities were to look at measures that would ensure that the salary negotiations with labour happen within the framework of the budgeting process. The conclusion of salary negotiations outside of the budgeting process has been identified as one area that has a negative impact on the revenues of the municipalities
  • Maintenance of the provincial road infrastructure – the maintenance of road infrastructure has been identified as one area that requires urgent attention. The infrastructure contributes and facilitates economic activities that contribute to growth and development. There is a need to further clarify roles among the different spheres with respect to maintenance.
