The repealed Local Government Transition Act Second Amendment Act 97 of 1996 intended to:

  • to amend the Local Government Transition Act, 1993 [repealed in 2008], so as
  • to insert certain definitions and to delete other definitions;
  • to provide that a person who has not been elected as a member of a district council may be appointed as the chairperson of such council;
  • to provide that a district council shall consist of members elected on a proportional basis;
  • to provide for the powers and duties of metropolitan councils, metropolitan local councils, district councils, local councils, rural councils and representative councils and for certain other matters relating to such councils during the interim phase;
  • to provide that the Minister may determine in a regulation made under this Act that any person who contravenes or fails to comply with a provision of such regulation shall be guilty of an offence; and
  • to substitute and add certain Schedules to the Act; and
  • to provide for matters connected therewith.
