1.3 Rolling out ICT infrastructure

  1.3.4 Undertake a review of the adherence by telecommunication companies to the conditionalities in the licenses A review of telecommunication companies conditionalities conducted DoC, CGTA, RDLR, dti Dec - 09 The Department is reviewing the Electronic Communications Act to try aligning the licensing obligations of companies within the context of universal access and universal service
1.4 Continue with the programme to maintain and upgrade electricity infrastructure, including generation, distribution and reticulation to ensure sufficiency and sustainability of supply        
  1.4.1 Implement investment plans for the generation, transmission and distribution of electricity Quarterly analysis of investment and performance monitoring reports towards improved quality and sustainability of supply DPE, DoT, DoE, NT, CGTA Dec - 09 Eskom delivered 4 454 MW of new electricity generation and 1 962 kilometers of high voltage power lines to the system since 2004. 10 100 MW of transformer capacity has been installed to enable it to carry the amounts of power being generated across the country
  1.4.2 Finalise the Nuclear strategy Nuclear Strategy finalised and implementation begun DoE, DPE, Presidency, dti, DST, NT Sep - 09 Readiness evaluation to implement Nuclear Energy Policy is underway and was conducted in line with IAEA guide on milestones in the development of National Infrastructure for Nuclear Power
1.5 Continue with programme to expand logistics infrastructure (road, rail, air and ports) for the transportation of goods and services including agro logistics for farming and agricultural products        
  1.5.1 Develop and implement the National Freight Master Plan including freight strategies for road and air Road Freight Strategy, Air Freight Strategy and Freight Masterplan DoT, Sector Depts., dti, DAFF, DoE, DPE, Provinces, Transnet, SANRAL, ACSA Mar - 10 The National Freight Masterplan is being developed. 1.6 Continue the programme to maintain and transform public transport infrastructure and the entire system of public transport        
  1.6.1 Continue implementation of the public transport strategy particularly Bus/Integrated Rapid Transit System for FIFA World Cup 2010      Phase 1 of the Public Transport Strategy Completion DoT, dti, NT, CGTA Mar - 10 Rea vaya starter service was launched in the city of Johannesburg in Aug-09. City of Cape Town has started developing the infrastructure for phase 1. Other cities expected to implement between 2010 and 2015
1.7 Ensure adequate infrastructure for the supply of liquid fuel to inland provinces and the country at large.        
  1.7.1 Investigate the possibility of future refineries. Decisions on specific real investments DoE, DPE Sep - 09 PetroSA is planning to build 400 000 barrel per day refinery at Coega in the EC. Minister of DoE to table results of the viability study that Sasol is conducting in Lephalele for the construction of a new coal to liquid refinery to Cabinet in Feb-10
1.8 Awareness and education campaigns for energy efficiency        
  1.8.1 Intensify the awareness and education campaigns regarding energy efficiency    Reduction of energy consumption by April 2010 as compared to energy consumption in 2007 DoE, GCIS, DPW, DPE, CGTA Dec - 09 The energy efficiency campaign together with Eskom's demand side management are in progress

The second draft is being developed and will be published in May-10 for comments
1.9 Continue the programme to build, maintain and upgrade water infrastructure and ensure its safety for human consumption, industrial activity and for agricultural activity

  1.9.2 Infrastructure planning and commencement of construction      Integrated Infrastructure investment and development plan completed. The compilation of an integrated infrastructure investment and development plan is to be initiated

Draft WC/WDM regulations in terms of the Water Services Act have been included in the Water Services Act section 9 and 10 regulations to be released for public comment
  1.9.5 Invest in water resources to support human consumption and economic sectors Comprehensive Integrated Infrastructure Investment and Development Plan DWEA, DPE, DoE, DAFF Jun - 10 A situational analysis report has been completed on water resources in South Africa. The report to form basis for the drafting of the Integrated infrastructure investment and development plan will be initiated
  1.9.6 Infrastructure construction     Dec - 11 The current 5-year Capital Expenditure Programme for water resources infrastructure will be updated taking the content of the completed Situational Analysis report

This is R1 billion less than the required amount to reduce accumulated backlog

1.11 Integrated servitude utilisation for all network infrastructure

1.12 Climate change response of the Infrastructure sector        
  1.12.1 Develop climate change response and adaptation response strategies for the sectors: energy, transport, water along with budgets for the response   Climate change response targets developed and agreed upon with relevant sectors (energy, transport and water), leading to the development of Sector strategies DWEA, DoE, DPE, NT, Presidency, dti, DoT Mar - 10 National Climate Change Response database has been developed. Sectoral mitigation and adaptation consultations are underway with some of the relevant sectors at an advanced stages of developing sector strategies
1.13 Align Environment Impact Assessments processes with national infrastructure development priorities        
  1.13.1 Extension of strategically important development system (SIDS) to other areas of infrastructure     List of approved critical infrastructure projects classified as SIDS for approval and dissemination into EIA process DWEA, DPE, DoT Feb - 10 SID draft guidelines were published in Sep-09 for public comments. A costing exercise for expanding SID to other government infrastructure projects has been done and a funding request submitted
1.14 Complete implementation of infrastructure development for 2010 Fifa World Cup readiness   Infrastructure to support the 2010 Fifa World Cup completed in time before the start of the tournament DoT, DoC, DPE Mar - 10 The 2010 National Transport Operational Plan finalised and ready for implementation
  1.14.1 Airport development    Airport upgrade relating to preparedness for 2010 Fifa world Cup completed DoT, DoC, DPE, DSR Mar - 10 Advanced progress has been achieved in international airports namely O.R. Tambo, Durban , Cape Town as well as Bloemfontein, Upington and East London airports
  1.14.2 ICT All necessary networks (wireless and wire line), terminal equipment and codecs that will enable all kinds of telecommunication, including wire and wireless national and international telephone, data, audio, and video exchanges for the 2010 FIFA World Cup provided. DoC, DPE, DSR May - 10 The Telkom core upgrade is complete. The SAT3 and SAFE upgrades are due for completion. The Sentech 2nd Teleport is being built at Nasrec. The area is being re-zoned and EIA process is at its final stages of approval
1.15 Marketing and communication initiatives        
  1.15.1 Marketing and communication campaign that profiles infrastructure investment for greater investment and the creation of jobs    Campaign milestones, shared database of information, media engagements, visual marketing GCIS, DoT, DPE Mar - 10 A repositioning paper on Inclusive Economy Communication was developed and approved. GCIS EXCO approved the community radio series to promote economic opportunities
