  1.2.5 Clothing and Textile: Implement actions to increase productivity in and modernization of the sector through further rollout of the Clothing and Textile Competitiveness Programme (CTCP) focused on development of the innovation and technology plan, skills upgrading programme, finalisation of SACU replacement scheme for interim Textile and Clothing Development Programme (TCDP), and monitoring of illegal imports and implementation of corrective actions.     Production incentive linked to the CTCP dti, NT, EDD, Presidency Mar - 10 A production incentive proposal has been completed and presented to the industry. 1.3 Accelerate implementation of actions in other sectors

  1.3.2 Tourism: Continue Roll out of the Tourism growth strategy Roll-out of the tourism growth strategy with quarterly reports Tourism, dti, EDD Dec - 11 Commenced with the roll-out of the Service Excellence Initiative and 250 000 people in the industry will be trained. The Tourism Grading Council had a total of 7 284 graded establishments which contain a total of 113 303 rooms across the country in Aug-09

SEDA is being refocused on improving quality of services to SMMEs to maximise impact and is also housing the call centre to promote the payment of SMMEs within 30 days which was launched in Sep-09

2 Sustainable resource management and use        
2.1 Implement the water for growth and development strategy including strengthening institutional capacity for water management

  3.2.1 Implementation of the Household food production programme (Ilima/Letsema campaign) Provision of agricultural starter packs to 140 000 households per annum DAFF, RDLR, Presidency, dti, EDD Dec - 10 The programme is implemented in the Eastern Cape, Northern Cape, North West and KZN with various beneficiaries. In the Eastern Cape the programme supported 4 421 beneficiaries from grain and other projects to increase food production are underway in KZN
  3.2.2 Development and Implementation of Food for All programme     Development of a strategy, and institutional framework, to procure and distribute basic foods to poor households at affordable prices; to improve the logistics of food distribution, including procurement, warehousing, and transportation; and stronger implementation of competition measures against food cartels.
