Housing handover in Mossel Bay Municipality, Elangeni

The MEC for Local Government and Housing in the Western Cape, Qubudile
Richard Dyantyi, accompanied by the Mayor, Alderlady Marie Ferreira, and
representatives of Thubelisha Homes will on Thursday hand completed houses over
to the beneficiaries of Mandela Park, in Mossel Bay.

The 330-unit Elangeni housing project, which forms part of a bigger
long-term project consisting of approximately 1 000 units, was initiated in the
year 2000. All the sites have been fully serviced internally a few years ago.
All 330 beneficiaries are already staying on the erven and most are registered
owners of their properties.

To unlock this project, Thubelisha was appointed as Project
Manager/Implementing Agent at the end of 2006 to complete the remaining 327 top
structures. The project was put out to tender for the construction of 327
houses with a floor area of 36 m² each and adjudicated in favour of Ujima
Construction in June 2007. The contractor is bound by the contract conditions
to make use of local labour.

The other good news on the project is that, when the first 76 foundations
were cast, the contractor had to stop to wait for the approval of the new
Breaking New Ground (BNG) top structures with a floor area of 40 m². Since the
approval of the bigger houses, the contractor achieved a lot by completing the
first 47 houses by the end of September 2007.
