Introduction of R30-00 transaction fee on motor vehicle licence
applications

The National Traffic Information System (eNaTIS) is the information backbone
that supports road traffic legislation and a great variety of daily functions
and transactions related to road traffic management issues at all levels of
Government. National Treasury approved the introduction of a R30-00 transaction
fee for vehicle licence applications, specifically to provide for the financing
of the system, which will become effective from 1 July 2007. This fee will be
included in the annual renewal notices that are posted to vehicle owners to
remind them that their vehicle licence is about to expire and to provide them
with the licence fee payable for the following year. Vehicles that are exempt
from licence fees, such as diplomatic vehicles, will not be required to pay the
transaction fee.

Once eNaTIS is stable and fully operational, it is envisaged that, in
addition to the operations and maintenance of the basic system, new
functionalities will be added which will, among others, include wireless,
handheld terminals to provide traffic officers with continuous access to the
system from the roadside; a comprehensive law enforcement management module and
the national contravention register will be operationalised to fully provide
for all aspects relating to traffic offences in terms of the Administrative
Adjudication of Road Traffic Offences Act (AARTO), that will be introduced in
due course. A Central Road Accident Bureau will be established for the
collection road accident information; and a touch-screen computerised learners'
licence testing facility will be developed and deployed at Driver Testing and
Licensing Centres. It is further envisaged that an intelligent module for the
collection of information from other modules will provide for the generation of
a great variety of user-friendly traffic management reports, including a
Geographical Information System (GIS).
