Construction Industry Development Board (CIDB)

Pretoria: On the recommendation of the Construction Industry Development
Board, the Minister of Public Works, Ms Thoko Didiza, has concurred with the
appointment of Mr Ronald Mafika Khoza as the new Chief Executive Officer of the
CIDB. Mr Khoza succeeds Mr Spencer Hodgson who was its first CEO and has been
in the position for the past five years.
The CIDB's mandate is to provide strategic leadership, promote sustainable
growth and regulate performance of contractors. It was established in 2001 by
Parliament to ensure that the construction sector delivers quality service as
well as the enhanced role of the sector in the economy.
Some of the achievements of CIDB includes the registration of over 23 000
contractors in all provinces according to their capability to undertake public
sector work. In the past 4 months, over 1 130 contractors (85% black owned)
have upgraded their capability, demonstrating the sustainable tendering
environment created by the Register of Contractors. The 2010 Procure Manual,
which is now used by the host Metros was developed using the CIDB procurement
best practices. At the same time, all major public clients have streamlined
their procurement processes (national, provincial, municipal and parastatal) by
switching to CIDB standard tendering and contract documentation.
In the ongoing rollout of procurement reform, CIDB has trained over 1 800
officials and consultants. In partnership with National Treasury, the
Development Bank of South Africa and Public Works, the CIDB has collaborated to
roll out government's Infrastructure Delivery Improvement Programme at
provincial level.
Collectively these initiatives have contributed to a 26% expansion of
provincial infrastructure expenditure over the past year. Two key reports on
Skills Development and Public Infrastructure Maintenance have been finalised by
CIDB together with the Departments of Public Works, Public Enterprises and
other stakeholders. These will further inform national strategies to support
capacity building and the goals of Accelerated and Shared Growth Initiative for
South Africa (AsgiSA).
