The Minister of Sport and Recreation intends to promulgate the draft safety
at sports and recreational regulations (hereinafter referred to as "the draft
regulations") during 2009.
Section 31 of the proposed Safety at Sports and Recreational Events Bill
(download from http://www.srsa.gov.za/ClientFiles/Safety Bill -
Certified-030209.doc, which will be promulgated before the end of 2009)
provides that both the Ministers of Sport and Recreation and Safety and
Security may make regulations in this regard.
Synopsis of draft regulations
To provide for:
* role-player responsibility at events
* safety and security certification and grading of existing stadiums or
venues
* safety certification of new stadiums or venues
* alterations and extensions to stadiums of venues
* safety certification for high risk events
* contents of safety certificates
* amendments of safety certificates
* prohibition notices
* inspectors
* powers of inspectors
* safety and security planning for events
* event safety measures
* event medical measures
* event security measures
* deployment of private security service providers
* emergency and essential service measures
* venue operations centre
* event ticketing
* accreditation
* spectator access control
* vehicular access control
* liquor and prohibited substance control
* tobacco usage control
* environmental control
* corporate hospitality
* vendor control
* training
* volunteers
* communication
* exclusive zone
* spectator exclusion notices
* public liability insurance
* appeals and appeal board.
