Minister Shiceka and MEC Xasa to hold meetings with
stakeholders about dissolution of Mnquma Municipality

The Minister for the Department of Provincial and Local Government Mr Sicelo
Shiceka and MEC for Local Government and Traditional Affairs Mrs Tokozile Xasa
will hold meetings with traditional leaders, non-governmental organisations,
community based organisations, business fraternity and community at large of
Mnquma Local Municipality. The agenda of the meeting will centre on the
department invoking Section 139 (1) (c) of the Constitution of South Africa,
Act 1996, which talks to the dissolution of Mnquma Municipal Council.

The basis of the intervention is that the department has in the past years
provided support in terms of section 154 of the abovementioned constitution to
the municipality. However, Mnquma Local Municipality demonstrated its
unwillingness to fulfil its executive obligations due to the administrative,
financial mismanagement and current political instability which is prevailing
in the municipality. The section 139 (1) (c) of the constitution, 1996 as
amended comes as a last resort as the department has exhausted all requirements
of section 154 of the same act.

The meetings will be held at the Town Halls as follows:

16 February 2009
1. Mnquma Municipality Staff meeting (08h00 to 09h00)
2. Butterworth (9h00 to 11h00)
3. Centane (12h00 to 13h00)
4. The Nqadu Royal Kingdom and Traditional Leaders (14h00 to 15h00)

17 February 2009
5. Ngqamakhwe (12h00)
