Appointment of new Deputy Commissioners

At its ordinary meeting in Pretoria on Wednesday, 15 April 2009, Cabinet
approved the appointment of the following persons as Deputy Commissioners at
the South African Revenue Service (SARS):

Mr O Magashula
Mr I Pillay
Mr E Kieswetter

About the new Deputy Commissioners:

Mr Oupa Magashula

Mr Magashula has been with SARS since 2006 and currently heads an
operational division responsible for contact centres, processing centres and
delivery enablement services such as process engineering and information
management. Prior to this he was head of Human Resources (HR) and other
corporate services. He has created an advanced platform for people management
and development. In the early eighties he worked for a trade union, studied for
a BSc at the University of Cape Town (UCT) and later management courses at the
UCT Business School. He has worked in the private sector both in operations and
HR – Nampak, Sun International and Anglo Vaal Industries. Prior to SARS, he was
HR Director at Telkom.

Mr Ivan Pillay

Mr Pillay has been the head of enforcement at SARS for the past ten years.
He has made a singular contribution to creating the SARS Compliance Model, the
development of the Compliance Risk capability and the design of the Large
Business Centre which services South Africa's largest corporates. His
leadership of the audit program has led to a significant Enforcement
incorporating the audit, debt collection and criminal investigation functions.
He was previously in exile. Prior to joining SARS he worked at the National
Intelligence Agency (NIA) and South African Secret Service. The enforcement
division was established and built up by Mr Pillay over the past eight
years.

Mr Edward Kieswetter

Mr Kieswetter has been with SARS since 2005. He implemented the Large
Business Centre and was head of the centre for about eighteen months. He
established, among other functions, relationship managers for the large
corporates. He acted as the Chief Operating Officer (COO) managing assessment
as well as call and service centres of SARS. Over the past year he headed
strategic services, being responsible for strategy, corporate planning and
providing an enterprise perspective on revenue analysis. He has a good grasp of
financial structures. He is an engineer by training and has an MBA and M Com in
tax. He has worked for ESKOM and the First Rand Bank group in various
capacities, including serving on the boards of certain entities.
