The impasse at Ngaka Modiri Molema District Municipalities was finally
broken on Friday as parties to the labour dispute agreed to cessation of
hostilities and the deployment of a highly skilled and experienced local
government administrator by the Department of Provincial and Local Government
and the North West Provincial Government.
The recommendation for the deployment Bamba Khonzisizwe Ndwandwe, a former
Principal Law Lecturer in company law at the Harare Poly Technikon was
unanimously adopted by the special council meeting of the municipality and
greeted with relief and enthusiasm by employees of the municipality who had
been on strike for nearly two months.
Ndwandwe is expected to assume the role of Acting Municipal Manager at the
institution for a period of three months starting on Monday, 9 March 2009.He
brings with him extensive experience as a former Chief Director for Local
Government Administration and Development Planning in Gauteng between 1997 to
2000, municipal managers for AbaQulusi Municipality and Ilembe District
Municipality in KwaZulu-Natal from 2001 to 2006 and 2006 to January 2009
respectively.
The announcement of the deployment of the Acting Municipal Manager was made
by the Minister for Provincial and Local Government, Shicelo Shiceka at a media
briefing on Friday afternoon. Shiceka who was accompanied by North West Premier
Edna Molewa and MEC for Developmental Local Government and Housing, Howard Yawa
assured municipal employees that the task team appointed to investigate
allegations of fraud, corruptions, and financial irregularities will leave no
stone unturned in their investigations. He said that the team would also look
into factors that led to disruption of services within the municipality and
also develop an appropriate action plan to remedy the situation.
Employees of the municipality have committed to return to work on
Monday.
