Housing delivery and proper planning in Mpumalanga are receiving a serious
attention during the Municipal Housing Chapters of Integrated Development Plan
exercise. The Provincial Housing Department is engaging municipalities to
assist them in developing a credible housing delivery blue print. The exercise
is aimed at adopting a comprehensive approach in planning for better delivery.
The exercise is to enable the department to have a well planned and thought
through guideline that has been approved by the department and the various
municipal councils for implementation.
The final document will then be incorporated into the Integrated Development
Plans (IDP) of municipalities. Provincial Housing and Technical Chief Director,
Ms Belinah Mojapelo says the exercise will help the province realise its
inclusionary policy, which is a new approach on housing delivery. In the past,
planning housing delivery experienced challenges of poor serviced sites and
lack of social amenities (halls, clinics, schools, crèches etc) amongst others.
A subsequent decision by the Minister and MEC's (MINMEC) called for all
provinces to develop housing chapters which will give a status and
interventions needed for housing delivery.
These chapters will indicate the medium term plan for the municipalities,
which will indicate to the department where housing demand is. The exercise has
established that planning must be done not only for a year ahead but, for the
outer years, include social status of municipalities, verified housing
backlogs, audit for feasible land for development and prior servicing of sites
amongst others. After refinement, the final document will be presented to the
department and Municipal Councils for approval.
