11 April 2007
A formal enquiry into the exposure of workers to poisonous fumes at the
Assmang plant in Cato Ridge, Durban is set to start tomorrow, 12 April 2007 and
will continue until Friday, 13 April.
The enquiry forms part of the Department of Labour's investigation which
started in November 2006, when six workers were reported to be suffering from
poisoning. Manganese fumes or dust that is inhaled primarily affects the
central nervous system. An intake of high concentrations will cause flu like
illnesses referred to as manganese pneumonitis.
About 20 witnesses from the industry have been summoned to appear before the
hearing.
The aim of the inquiry is to establish:
1) the level of manganese fumes or dust exposure to the workers
2) whether the employer has fulfilled the legal obligation of preventing
exposure as prescribed in the Occupational Health and Safety Act, 1993 and
hazardous chemicals substances regulations
3) whether control mechanisms were put in place by the employer
4) who will be held responsible for the exposure
5) whether the necessary preventive measures to prevent a repeat of the
incident were taken.
Labour inspectors are set to preside over proceedings at Cato Ridge Club
starting from 09h30. They will also compile a report with recommendations for
consideration by the Director of Public Prosecutions after the enquiry is
completed.
