The KwaZulu-Natal Executive Council (Cabinet) held its ordinary weekly
meeting in Pietermaritzburg Wednesday, 17 October 2007, and deliberated on a
number of issues, including that of the Head of Department (HOD) for the
provincial Health Department, Dr Busi Nyembezi.
KwaZulu-Natal Premier Sibusiso Ndebele briefed Cabinet on the latest
developments regarding Dr Nyembezi who has been on voluntary leave. Cabinet
endorsed the decision to suspend Dr Nyembezi following recent developments in
the management of the KwaZulu-Natal Department of Health and her role as
Accounting Officer and HOD. Cabinet also received a presentation from the South
African Revenue Services on tax returns.
It was reported that KwaZulu-Natal contributed some R2,1 billion to the
national (pay-as-you-earn) PAYE revenue, which constituted 12 percent of the
national R17,4 billion. Cabinet pledged to be role models in the filing of tax
returns to South African Revenue Service (SARS). The Premier said the
provincial government had over 170 000 public servants in its employ and that
it was important for government leaders to lead the way in tax returns.
Cabinet was told that despite a few hiccups relating to power cuts and rain
during the start of the matric exams, matric exams in the province were going
well with an unprecedented number of 213 130 candidates writing this year. This
is an increase of 37 900. It was reported that a new matric syllabus comes into
effect at the beginning of next year.
Cabinet also noted the hosting, by the provincial government, of the
International Conference on Global Perspectives of Traditional/Indigenous
Leadership from 25 to 26 October 2007 in Durban. A report on World AIDS Day (1
December 2007) was also considered by Cabinet. Plans were well underway to mark
World AIDS Day and this year's theme is: "Stop AIDS. Keep the Promise. It
starts with me."
