Civilian was shot and killed by a police reservist

In April 2008 the Independent Complaints Directorate (ICD) investigated a
case where a civilian was shot and killed by a police reservist during arrest.
Sergeant Teboho Joseph Moseme arrested Rafahle Johannes Plaatjie (now deceased)
and upon arrival at the Senekal Police Station, in the Community Service
Centre, he assaulted Plaatjie and during the assault he produced an official
firearm and shot him dead.

The ICD investigated the matter and Sergeant Moseme was found guilty. He has
been sentenced to 17 years in prison. The family of the deceased was present
when the sentence was handed out in the Kroonstad High Court today, 25 March
2009.

The ICD is ecstatic about this conviction. This, we hope, will build more
confidence in our South African citizens and will restore their faith in the
justice system. The ICD will always investigate errant police behaviour
whenever reported and will ensure that police officials are held accountable
for their actions.
