Independent Communications Authority on conversion of licences for
Electronic Communications Act

Framework for the conversion of licences in terms of the
Electronic Communications Act (ECA)

9 March 2007

The Independent Communications Authority of South Africa (ICASA) is calling
upon all licensees (telecommunications, broadcasting and frequency spectrum) to
comment on the Framework for the Conversion of all licences issued by the
Authority in terms of the provisions of the Electronic Communications Act.

Last August, ICASA published a 30 days Notice in terms of the ECA that
required all licence holders to furnish the Authority with information
pertaining to their licences.

In terms of the information received from licence holders, and in line with
the provisions of the ECA, ICASA has developed a framework for converting all
existing licences. Details of the Licence Conversion Framework are contained in
the Government Gazette No: 29687, published on 7 March 2007.

Electronic copies of the gazette are attached for your information. The
gazette can also be downloaded from the following ICASA website address:
http://www.icasa.org.za, published under
the title: 'What's New.'
