Icasa on timeframes for conversions for licensees

Icasa informs affected licensees of timeframes for conversions
and licence categories in terms of Electronic Communications (EC) Act

Johannesburg: The Independent Communications Authority of South Africa
(Icasa) hereby informs affected licensees of the time frames for converting the
following categories of licences in terms of the Electronic Communications
Act:

* Electronic Communication Services licences
* Electronic Communication Network licences
* Broadcasting Services licences.

The licence conversion process would entail the following phases/stages:

Licence conversion stage: 1. Tabling of Draft Terms and Conditions for the
Conversion of Licences
Target Audience: Icasa
Timeframes: 16 July 2007

Licence conversion stage: 2. Publication of a Government Gazette soliciting
comment regarding the proposed Terms and Conditions for:
* Electronic Communication Services licences
* Electronic Communication Network licences
* Broadcasting Services licences
Target Audience: Existing licensees
Applicants for the three categories of licences
Interested parties, stakeholders and the general public
Timeframes: 22 August 2007

Licence conversion stage: 3. Public Hearings for the proposed Terms and
Conditions for the three categories of licences
Target Audience: All affected licences and applications of the three categories
of licences. Interested parties and stakeholders and the general public
Timeframes: 25 September 2007

Licence conversion stage: 4. Publication of a Government Gazette outlining
the final terms and conditions for the three categories of licences
Target Audience: All affected licences and applications of the three categories
of licences. Interested parties and stakeholders and the general public
Timeframes: 22 October 2007

Licence conversion stage: 5. Conversion of existing licences commences
Target Audience: All affected licences and applications of the three categories
of licence. Interested parties and stakeholders and the general public
Timeframes: 23 October 2007

Licence conversion stage: 6. Closure of Licence Conversion process
Target Audience: All affected licences and applications of the three categories
of licences. Interested parties and stakeholders and the general public
Timeframes: 12 November 2007

The Authority is of the view that the timeframes for the conversion of
licences as outlined above, would assist licensees in better planning their
activities and business plans for the new regulatory framework, and go a long
way in creating stability and certainty for the industry and investors
alike.

The Authority requests all licensees to prepare their submissions timeously,
as required by the EC Act, so as to expedite the licence conversion
process.

No extension would be granted.
