Regulations to prescribe the licensing framework for the
individual and class licences

The Independent Communications Authority of South Africa (Icasa) has
published a gazette notifying all stakeholders of its intention to prescribe
regulations in terms of the licensing framework for the individual and class
licences. The main purpose of the draft regulations is to prescribe procedures
for applying for or registering, amending, transferring and renewing both the
individual and class licenses. This notice is different from a notice published
by the authority on 7 March which addressed the conversion of licences in terms
of the Electronic Communications Act (ECA) in that this one deals with the
licensing framework that will affect how future licences are awarded and terms
and conditions applicable to all licences.

On the other hand the previous one dealt with the process of converting
licences that were issued before the promulgation of the ECA so as to align
such licences with the ECA. Icasa calls on all interested persons to submit
written comments and presentations with regard to the proposed regulations. The
copy of the proposed regulation is available on http://www.icasa.org.za and can also be accessed
from Icasa library at Block D, Pin Mill Farm, 164 Katherine Street, Sandton.
The closing date for the submission of comments and presentations is 9 May
2007.
