Icasa on "Must-Carry" discussion document

publishes "Must-Carry" discussion paper

The Independent Communications Authority of South Africa (ICASA) is inviting
the public and stakeholders to comment on the "must carry" draft regulations as
published in the Discussion Document.

The regulations are made in terms of Section 60 of the Electronic
Communications Act which calls on the Authority to prescribe regulations
regarding the extent to which subscription broadcast services must carry,
subject to commercially negotiable terms, television programmes provided by a
public broadcast service licensee. The Independent Broadcasting Authority (IBA)
Act had no provisions on the "must carry" regulations, and the Electronic
Communications Act of 2005 (ECA) plugs this gap by requiring ICASA to prescribe
regulations, and to amend the Subscription Broadcasting Services
Regulations.

As a result, the Discussion Document invites interested stakeholders to
submit written comments. The closing date for submissions is 16h00 on Monday,
29 October 2007. There will be no extensions.
