Statement on South Africa abolishes border passes for
Zimbabweans

The Department of Home Affairs wishes to clarify a misleading media report
that appeared in a number of the daily publications on 6 December 2007.

The report claimed that Department of Home Affairs had 'abolished Zimbabwean
border passes' for its nationals. This is incorrect. It needs to be stressed
that there is no such a thing as a 'border pass' in the Immigration Act, 2002
(Act No 13 of 2002).

In terms of section 11(2) of the Immigration Act, 2002, any foreign person,
including Zimbabweans, in possession of a visitor's permit, may not conduct
work, unless duly authorised by the Director-General of Home Affairs. However,
as part of the bilateral discussions with Zimbabwe, it was agreed that a
visitor's permit issued to an individual from Zimbabwe will be endorsed so as
to allow cross-border traders of Zimbabwe to conduct work in South Africa.
